Gabrielle “Elle” Minarik is Program Manager at Paragon Health Institute, where she leads congressional and external affairs, coalition strategy, and research focused on drug pricing, Medicaid, the ACA, and public health. With over eight years in federal health policy, she advances free-market principles and strategic partnerships.

Previously, Elle served as a Research Associate at Todd Strategy Group, advocating for leading biopharmaceutical and life sciences organizations. She was a Research Analyst & Executive Producer at Farragut Square Group (a McDermott, Will & Emery subsidiary), advising private equity on healthcare M&A and policy-driven investments. Her earlier experience includes roles at EMD Serono/Merck KGaA, the United Nations, and U.S. Senate. 

She recently completed the Health Reformers Academy Fellowship as part of its inaugural cohort. Elle holds a B.A. in International Relations and Global Health Care Policy from American University.
