Megan Martin is an accomplished executive, attorney, and public policy leader who serves as COO and General Counsel of the Commonwealth Foundation, guiding Government Affairs, Policy, Public Affairs, HR, Operations, and Legal Strategy to advance the organization’s mission of expanding freedom and opportunity in Pennsylvania. Megan’s career spans more than thirty years and she has guided complex organizations through growth and transformation, led high‑performing teams, and partnered with boards to strengthen vision, accountability, and stewardship. Her legal background spans legislative process and procedure, state and federal administrative law and litigation, parliamentary law, appellate advocacy, government contracting, regulatory compliance, and more.

She proudly served our Nation as a civilian attorney for the U.S. Navy, providing legal support to mission‑critical operations. Grounded in a profound respect for the Constitution, separation of powers, and the rule of law, Megan blends strategic insight with principled leadership.
