
Carl A. Marrara is Executive Director and chief lobbyist of the Pennsylvania Manufacturers’ Association (PMA), the statewide organization representing manufacturers in Pennsylvania’s public policy process since 1909. He leads the association’s government affairs, communications, and political strategy, while also serving as writer, producer, and reporter for PMA Perspective and editor of the PMA Bulletin.
Carl oversees legislative advocacy, bill tracking, grassroots engagement, and oversees PMA PAC. He manages partnerships including the Business-Industry PAC’s “PA Jobs Vote” employer engagement initiative, helping employers connect employees with voter registration and issue education resources.
A graduate of Elizabethtown College (B.A., Political Science) and New England College (M.A., Public Policy), he also serves as a part-time lecturer and sits on multiple nonprofit and industry boards supporting free enterprise and manufacturing.
