The 2023 Pennsylvania Leadership Conference will include four policy panel presentations including: Empowering Parents & Students moderated by Michael Geer of the Pennsylvania Family Institute; Building A Hispanic Coalition moderated by Jaime Florez of the Republican National Committee; Playbook for Protecting Pennsylvania & Preserving Public Safety moderated by Ashley Klingensmith from Americans for Prosperity-PA; and Winning & Serving as a Liberty Conservative moderated by Justin Greiss from the Citizens Alliance of America.

Scott Parkinson a conservative leader from Arlington, Virginia and is the Vice President of Government Affairs at Club for Growth. He has over 17 years of experience taking on the swamp to advance the conservative movement, working for three United States Senators before serving as the Executive Director of the Republican Study Committee, the largest conservative caucus in the House of Representatives. In 2018, Scott was Rep. Ron DeSantis’ Chief of Staff while DeSantis successfully won the Governor race in Florida. After serving as DeSantis’ deputy executive director of his Gubernatorial transition team in Tallahassee, Scott joined the Club for Growth where he has advocated for economic freedom, opportunity, and liberty. Scott resides in Arlington, Virginia with his wife, Cortlynn, and their four children.

Victoria Coates joined The Heritage Foundation as a Senior Fellow in International Affairs and National Security in the Margaret Thatcher Center for Freedom in August 2022. Coates works on building global energy security, countering predatory Chinese activity, expanding the historic Abraham Accords, and establishing a U.S.-led Middle East strategic alliance. Coates routinely appears on TV and radio and her writing has appeared in outlets including Bloomberg, The Wall Street Journal, and The Washington Times.

Coates previously served as the Deputy National Security Advisor for the Middle East and North Africa on the National Security Council staff. Coates holds a B.A. from Trinity College, a M.A. from Williams College, and a Ph.D. from the University of Pennsylvania, all in art history.

Charles Mitchell is the president and CEO of the Commonwealth Foundation, Pennsylvania’s free-market think tank.

Charles grew up in the Philadelphia suburbs in a family of railroaders, teachers, and small business owners. He is a graduate of Pennsylvania’s public schools, Bucknell University, the Koch Associate Program, and the Claremont Institute’s Publius Fellowship.

Charles first became associated with the Commonwealth Foundation when he was a college newspaper editor under attack for defending free speech. He became a Commonwealth Foundation investor in 2006, joined the staff as Chief Operations Officer in 2010, and became CEO in 2016. During that time, he has been honored with the State Policy Network’s Overton Award and the Heritage Foundation’s Distinguished Intern Alumni Award and recognized as one of City & State Pennsylvania Forty Under 40 Rising Stars.

In addition to his Commonwealth Foundation responsibilities, Charles serves as an elder of his family’s church, a founder of Threefold Schoolhouse: An Acton Academy, president of the Open Discourse Coalition, and a board member of Americans for Fair Treatment and the Franklin News Foundation.

Scott Perry, U.S. Representative is a combat Veteran, and has represented the 760,000 People of the 10th Congressional District of Pennsylvania since 2013. He presently serves on the U.S. House Committees on Transportation & Infrastructure, Oversight, and Foreign Affairs, and is Chairman of the House Freedom Caucus. Perry retired at the rank of Brigadier General in 2019, after nearly 40 years in uniform. He served three terms in the Pennsylvania General Assembly, has a Bachelor’s Degree from Penn State University in Business Management, and a Masters in Strategic Studies from the US Army War College. He resides in Northern York County with his wife, Christy and their two children.

Andrew Roth is currently the president of the State Freedom Caucus Network. Previously, Roth worked for a combined 18 years at the Club for Growth and the Club for Growth Foundation, most recently as the Foundation’s Executive Director. Before that, Mr. Roth was a securities trader for an established broker-dealer in Omaha, Nebraska. At that time, Mr. Roth was also the owner and publisher of The Iron Fist of Capitalism, a website that analyzed supply-side economics and its positive effects on national politics and the financial markets.

He is also a 2012 Lincoln Fellow at the Claremont Institute. Mr. Roth has a Bachelor’s degree in Business Administration from the University of Kansas and a Master’s degree in Economics from George Mason University.

Dawn Keefer, State Representative, was elected to represent the 92nd District in the House of Representatives in November2016. She is in her fourth term of office representing residents of the 92nd District in York County.

During her time in the House, Dawn has focused on fiscal accountability and transparency. She continues to lead the charge in regulatory reform through her Pennsylvania REINS Act and fiscal stewardship by ensuring tax dollars are used appropriately. Dawn also remains on the side of natural economic growth by challenging Pennsylvania’s outdated and unfair tax structure that negatively impacts small businesses and hinders investment. These attributes are a major reason why colleagues on the newly-formed Pennsylvania State Freedom Caucus chose her to serve as chairwoman.
